Stakeholders invited to contribute to Mid-Term Review of Adult Literacy for Life (ALL) Strategy

Organisations working to promote social inclusion and support individuals with unmet literacy, numeracy and digital literacy needs are being invited to contribute to the Mid-Term Review of Ireland's Adult Literacy for Life (ALL) Strategy.
Launched in 2021, Adult Literacy for Life is a 10-year whole-of-government and society strategy aimed at improving adult literacy, numeracy and digital literacy in Ireland. The strategy seeks to ensure that every adult can participate fully in society and realise their potential, while also addressing the barriers that can lead to exclusion, isolation and stigma.
As the strategy has now reached the midpoint of its implementation, an independent review is underway to assess the progress made and help shape the next phase of delivery.
SOLAS has appointed independent consultancy Three Sixty Insights to conduct the review.
The review will:
examine progress made against the actions set out in the strategy.
identify key achievements and challenges and consider whether the strategy's objectives, targets and measures remain appropriate and relevant for the years ahead.
evaluate the effectiveness of the governance and oversight structures supporting implementation.
Organisations and community groups are being encouraged to share their valuable experiences and insights during August and September 2026.
How to participate
Stakeholders can participate in the consultation by joining an online focus group discussion or by submitting feedback through an online survey. Input from organisations working directly with individuals and communities affected by unmet literacy, numeracy and digital literacy needs will help ensure the review reflects real-world experiences, challenges and priorities.
The findings of the mid-term review will inform the future implementation of the Adult Literacy for Life Strategy and support efforts to build a more inclusive Ireland where everyone has the opportunity to develop the literacy, numeracy and digital skills needed to participate fully in society.
